 The Battle to Save Lives and Allow Bikes on Philippine Tollways continues

The fight to allow motorcycles onto tollways of the Philippines continues as the already declared unconstitutional DO123 banning bikes under 400cc has been revived under a new name by the DOTC.  Smaller bikes that would be far safer on the tollways are still forced to use chaotic, lawless roads that are estimated to be as much as 200 times more dangerous than the tollways. 

Two years ago when the President of the Philippines was asked for help to end the ban on bikes under 400cc and introduce international standards like maybe a 100cc or 120cc lower limit the President instructed the Secretary of the DOTC to make it his highest priority to bring the Philippines into line with international standards.  For two years nothing happened then recently the DOTC re-declared the tollways to be Limited Access Highways and the tollways once again introduced a total ban on motorcycles. More recently one of the staff of the DOTC and his motorcycle club requested the DOTC to allow his club and others entry to the tollways.  The result was the DOTC re-introduced the sub400cc ban putting the situation right back to point where it was two years ago when the President of the Philippines instructed him to bring the Philippines into line with international standards. 1st Annual Mt Samat/SBMA Charity Poker Run. February 24, 2007

This is a charity poker run for the Angeles City Street Children Foundation (Bahay Bata Center), Philippines. All proceeds go to the Street Children Foundation, and all organizers & workers of this run are donating their time, money, and materials. The route chosen is very unique and will without a doubt be a memorable one that will take riders through the scenic winding back roads of Bataan! The actual roundtrip route will take riders from Angeles City to Dinalupihan, continue south into Bataan past Balanga where we then take the Mt. Samat turnoff and continue to the town of Morong and then onto the back side of SBMA (Subic Base). While on SBMA you will find many great places to take your lunch before continuing! After you finish lunch then the route continues through SBMA and then back onto the National Highway leading back into Dinalupihan and back into Angeles City. Total throttle time is 4 to 6hrs. This is a must ride for riders that has never been on this loop before!

Supreme Court Strikes Down Motorcycle Ban on Tollways

The Motorcycle Philippines Federation (MCPF) welcomes the recent decision of the Supreme Court voiding Department of Public Works and Highways Department Order Nos. 74 (1993), 215 (1998), and 123 (2001) and the Toll Regulatory Board’s Revised Rules and Regulations on Limited Access Facilities (1997).

With this sweeping decision, the North Luzon Expressway, South Luzon Expressway, and Manila-Cavite Coastal Toll Road and other highways have been declassified as Limited Access Highways, paving the way for all motorcyclists to legally ply these roads as they are encouraged do in more developed countries to reduce congestion and pollution. The MCPF, representing the interests of over 150,000 motorcyclists and over 650 motorcycle clubs throughout the country, enjoins motorcyclists who choose to enter the tollways to ride responsibly and obey the law at all times.

Department Order Nos. 74 (1993), 215 (1998) designated the SLEX, NLEX, and Coastal Road as Limited Access Highways administered through  Department of Public Works and Communications Administrative Order No. 1 (1968). Under Administrative Order No. 1, motorcycles are banned from Limited Access Highways.

Department of Public Works and Highways Department Order No. 123 banned motorcycles under 400cc while allowing high-power large displacement motorcycles to use the Limited Access Highways.  Department Order No. 123 was twice previously declared illegal by the Makati Regional Trial Court prior to the Supreme Court decision.

On September 21, 2005, President GMA ordered DOTC Secretary Leandro Mendoza to immediately look into the problem of motorcycles being banned from tollways and to bring the Philippines into line with international standards.  The Supreme Court ruling is a big step in this direction.

The motorcycle community has for many years been fighting the ban, put in place by misconceptions and lack of understanding, that forced riders from the safest roads onto alternative roads that are some of the most dangerous in the country, estimated to be as much as 200 times more dangerous than the tollways.

All over the world motorcycle use is being encouraged to reduce congestion and pollution. The recent Supreme Court decision is one step in ending the disbelief of the international motorcycle community over the unwarranted and unsafe discrimination against Filipino motorcyclists..


A Nationwide Motorcycle Federation
for the benefit of all riders

The Motorcycle Philippines Federation (MCPF) consists of the leading motorcycle organizations in the Philippines, hundreds of motorcycle clubs and federations and approximately 130,000 members.

The key members/groups are Frank Woolf, who founded and maintained the Motorcycle Philippines web site for six years; Jojo Medina who founded and built the Philippine Scooter Federation, Jake Swann owner and chief instructor of the Motorcycle Riders Course and head of the National Racing Association; Tope "Mayor Bandido" Flores an ex Mayor in the Bicol region and respected leader of a number of motorcycle groups;  Atoy Sta. Cruz, executive of S.C.Kymco. The Motorcycle Advocates of the Philippines that was founded in 2001 to lead the fight for motorcycle rights; The Bantay Turista Foundation, headed by PNP Col. Boyette Balagtas, that exists to help local and foriegn tourists who have problems in the Philippines;  King Dayrit of the Mad Dog MC and owner of Full Throttle Motors; The Motorcycle Dealers Association of the Philippines and others.

The main purpose of the Motorcycle Philippines Federation is to create a communications venue for all motorcycle riders, clubs, associations, federations, dealers, manufacturers etc.  The simple fact that we have very large numbers enables us to achive things that would otherwise be impossible.  It helps greatly in the fight for riders rights and every member organization gains from the contact with so many riders to support their events, and assist with their problems, etc.

The MCPF does not compete in any way with any existing motorcycle clubs, associations or federations. The basic rule is simply for all to help and support each other. Events for road racing, off road, big bikes, small bikes etc will all be supported. All motorcycle federations, associations, clubs and individual riders nationwide and overseas are welcome to join the MCPF.

The MCPF strongly supports Philippine tourism by working with and supporting groups like the Bantay Turistsa Foundation and the Philippine Tourism Authority.

The Federation also continues to be at the forefront of the struggle for motorcycle rights and safety that Motorcycle Philippines, the PSF and MAP have long been known for.

A brief background of the MCPF

During a meeting held in Early March 2005, PSF leader Jojo Medina and the founder of Motorcycle Philippines, Frank Woolf, met with leaders of other major motorcycle organizations in the Philippines to finalize plans for a federation that could benefit riders of all types of motorcycles all over the Philippines. Immediately after the MCPF was formed other groups like the Patrolian Force 117 and the Bantay Turista Foundation signed up. Hundreds of motorcycle clubs and federations and tens of thousands of members signed up within the first few weeks.

Manufacturers and dealers quickly realized that the Federation could benefit all sides and met with the MCPF Directors. Motortrade immediately signed up to be a major sponsor of the Federation's first event, the Summer Jamboree in Bicol that was attended by nearly 3,000 riders making it the biggest event of its kind ever held in the Philippines.  The Motorcycle Dealers Association of the Philippines (MDAP) became an active member organization and the MDPPA worked with us bringing in Honda, Yamaha, Kawasaki, Suzuki, Motorstar, Kymco and Loncin.

The MCPF does not compete in any way with any existing motorcycle associations or federations. The basic rule is simply for all to help and support each other. Events for road racing, off road, big bikes, small bikes etc are all supported.
